I noticed that we can block people ISP from downloading and uploading so please is there a way we can make a list that peerguardian can read, that way if i uninstall limewire and reinstall it Peerguardian will automaticlky blocks those people anyway

Yes, you can make your own block list, it is relatively easy to do but depending on how many IPs you want to block could be quite time consuming.

Read the PG2 manual, the instruction to contruct your own block list are there.
