What happened to "Close after current DL?"

I recently updated to 4.10.9, and just noticed that we lost the program-closing option of "finish all current D/L's, but close afterwards".

Granted, it never seemed to work well - maybe that's why it was taken out - but I really, really need it now.

Actually, I need a button that says "don't allow any more DL to start, but allow the current ones to finish, and THEN close down."

(I have, suddenly, a rash of people from different IPs all trying to download the same 700MB file at once. Naturally, no one is getting it very fast, and they are blocking normal people from DL shorter files. And I'm getting tired of writing down IPs, calling up the options menu, and manually inputting the IP to block.)

For that matter, "Block this IP" is a button in chat. Why isn't it a right-click option in the monitor window?
