Default Can't connect

The first time I used Phex it worked fine with no problems, but the second time and afterwards it won't connect. On the connections page I get lots of red attempts but then it says either connection was blocked or timed out. The little globe has nothing in front of it, so I assume it's not my firewll. It seems that Phex is unable to find my IP as it always shows the 127.etc. address. What should I do to correct this? Do I need a static IP? Currently my IP changes every time I connect.
