What is up with this?

Ok I couldn't get Newtella to run on my Linux platform so I tried a windows platform.

Ok I have 6 connections allowed and they are busier than can be, My DL's however don't ever get going and the system is so busy the console (window) locks up?

Is this a normal occurance?
paltform Win98SE 130 megs
AMD-K6-2 400 512 onboard cache
on network with Cable modem
Behind Firewall but doesn't seem to effect
the inbound connections. (they work)

I don't mind sharing band with but would like to get a few mp3s too
