Incomplete folder

I'm sure I'm missing something very simple but...

The machine crashed with all but 20K of a 700k DivX file remaining... it is sitting in my incomplete folder dying to be reunited with its missing parts. How do I move it from the incomplete folder back to the download area and 'Force Resume'?
