Default question, rating system and leechers

i'm trying to download a special file
it seems only one user got this file and his upload speed was very limited and he didn't stay online for long each day, so i needed a week to download 38% of the file
now, when searching for the file, it still appears in the search window, but the download won't go on
if i try to resume it manually, i only get the message "awaiting sources" (translated, i don't know whether this are the actual english words)
does this mean this guy is online but he has disabled his uploads?

this would be very bad behaviour, i'd say
i don't got a fast upload speed myself but i'm trying my best to share my stuff and i even stay online if i don't download something myself if i see that somebody is downloading from me
is a little decent behaviour too much to ask for?

doesn't it have any effect on them if people disable uploads?
what about this user rating system?
it always shows "turbocharged" in my case but what is the use of it? i can't see any informations about other users
maybe that would be a way to force people not to leech so much

He could just be very busy, or using an outdated servent.

Also, either/both of you could be behind firewalls, and dependent on an overloaded third party to initiate the contact.

All any of us can do is try and get the cleanest connection to the network (allow incoming connections, stay online for long periods of time), and share quality files.

Default bad attatude

recently i have started to ask most of my uploaders if the have files to share most of the time there rude or simply block me from asking to see there files there the profesional leechers we all depise!!
all i ask is for a little honesty if you have nothing sayso if you want something from me ask just dont get insensitive and take with out giving back what goes around comes aroun i have a good memory for numbers (ip adreses)
i would like to share at least half of my files but due to the high incidents of leecher attacks this sevice is reserved for the ones whom are honest with there dealings with me
