Basically all the things ive searched lately like (Naruto (anime) and almost all of my music has brought up porn to be downloaded and sometimes my little sister uses limewire so i think that the administraters of Limewire should ban this person from using the service.

No I don't think your sister should be banned from using LW. Seriously yes it is a concern, but remember LW has no control over what's shared over the gnutella network.
