You choose one of the mirror sites. Best to choose the closest one to you. But I chose France yet I live on the opposite side of the planet & no problems. VLC - (click on link) _ (choose nearest mirror site)

eg: If you use windows, choose any of the links at the top of the page here http://www.videolan.org/vlc/download-windows.html

A mirror link is simply another site that you can downld the program through. That's because the dev's main server can't handle all the traffic. The same issue with Limewire.
