can't launch or run while downloading

Ive got everything installed okay, im able to download.
my issue is i can't launch or preview while its being downloaded, if i hit launch or preview nothing happens.
if i go to library and it shows it i still can't launch or view it.

the only way i can launch it is when file has been completed 100% and I open my documents and open it from my computer.

please help
