i disabled nis downloaded both files and installed them, configured the runasdate utility the program works beautifully. restarted nis did a scan with nothing detected. sorry for my ignorance thank you very much.........

Actually you only need to download the Installer, it will configure RunAsDate automatically with the Shortcuts it creates in the startmenu, quicklaunch and desktop
