Library1.dat and Library2.dat

Does anyone know what these files are and what they do? I have read that the Library1.dat is a library of all of the shared files. Is this true? If so, what is the Library2.dat?

The second file is just a backup of the first one for security reasons (it is loaded if loading the first one fails for some reason, for example in case of a file error after a crash of the application).
