Arrow Closing problem

I have read about the problem when closing. I see it is stated it is not a problem for all users. Also that it is not that hard to work around.

1) Is it for users with certain OS?

2) How do you figure it is easy to work around?
In my case that darn thing give the illegal operation dialog box when I close it down. But you can click close and hit keeps coming back and coming back. It has nothing on the Energizer Bunny. I can't even do Ctrl+Alt+Del to get rid of it. It comes back to fast to let me get to the task manager. I DO NOT want to keep rebooting everytime this happens. For now especially when I am doing other work on computer, I leave the darn dialog message in the corner. Do you have a better fix??
