Default Continual TCP port access after disconnection.

Is there any way to stop some ******** from trying to access my computer (TCP Port 6346) for several days on average every 2 mintutes when I have not been connected to the gnutella network for several days?? It is really starting to **** me off. Is it ever going to stop or am I just going to have to contact their ISP and get them to do something??
