Default Changing desktop icons

In Windows 10, changing desktop icons does not always show the full gallery of icons. WhY?

1. Usually, on the desktop I right-click on the icon I want to change.
2. I click on PROPERTIES
3. In the figure that now pops up, showing the icon I want to change,
I click on CHANGE ICON
4. The gallery of icons now pops up
5. I choose an icon from the several ones in the gallery.
6. I then hit APPLY > OK

But why does the gallery sometimes show only a few icons, none of which I
want to choose?

They are not very exciting icons are they, quite old in style.
I am not totally certain why they might only show a few icons on occasions. Did you scroll left to right or vice versa?
There is a chance you selected the Browse on a previous occasion and the system remembered the previous browse location.
The only other idea I have is that the system selects the preview icons at random. In the same way when posting Smilies on this forum, a set number are set to default and the remainder of the Smilies are set to random.

It is possible to create your own icons. I've done some simple icons for various purposes using 3rd party icon creators. You might first need Photoshop to get the images to the right size, etc.
The only icon creator I can find on Win XP is GIF Movie Gear. But it is a Shareware app so it is not free.

As usual, my thanks for your prompt and detailed reply.

Apparently the pc reserves to itself the "right" to feature the number of icons in the gallery as it deems fit. One of the quirks of Microsoft, perhaps?
