Toolbox in Photoshop

How do I restore the toolbox (NOT the toolbar) in photoshop CC 2019?

I am on Windows 10.

1. Go to Photoshop's Windows menu and choose which tools you wish to be visible.
2. Specific tools: Photoshop's Edit menu > Toolbar ...

I am guessing option 2 is what you are after.
