Connection Problem

Hello all:)

Atm ive got a major prob with my conn which i would like to discuss, any help would be appreciated.
I study in UK atm and i live in a student accomodation. Our ISP is giveing as a limited amount of bandwidht which unlikely is distributed along the whole campus. Prob is that since everyone is downloading using p2p we end up with an unfair distribution of bandwidht which limits my connectivity a lot or even worse, i dont connection at all. Is there any way i can controll my bandwidth so people dont steal it from me or any other way i can limit the amount others take. Unlike tho since i am on the client side :(.
Any help will be appreciated, thnx in advance.

As far as I know (Not far) unless you go to an outside provider you will suffer, only way is to stay connected for a long time, then you will pick up some bandwidth as people go offline,if you just 'Dip' in now and again, you will suffer small amount of BWidth.
sorry this isn't much help,
N2
What type of connection do you have?
What BWidth do the authorities say you should have?
Do they have throttles on p2p at your college/uni ?these are common !
:)
