1607 error

when i attempt to install, i get a 1607 unable to install installsheild; i downloaded that directly and am getting another message because it cannot locate a "my documents" folder at an address

I am having the same problem. I have tried downloading another file to see if there was corruption along the way. No avail. I have 2.2.1 on my machine already, but it won't launch, and it won't uninstall. Not sure if that is affecting it either. Please help -
