Size or content "channels"

Create a maximum of concurrent uploads and have the maximum depend on the size or the content of the requested file.

Why?
I'm sharing some video clips. People dowloading these now block others trying to download the smaller mp3's. (Cable capped at 128Kb) So I'd like to be able to configure a maximum of 2 video (/big file) dowloaders.
