Sorry I'm not a windows person for complex issues. (macman ) But if you reboot using a startup disk such as cd, dvd, floppy or whatever, the permissions will be totally changed & those that belong to the unbooted system will not apply. At least that can work on the mac. But also depends on exactly which system file.
