Torrent speeds depend upon what people are sharing & whether they are online & how much upload speed they can afford to it. It happens that there may be many seeds out there but they are busy. Also, check that you have shared back plenty. Torrents is about uploading as much as you have downloaded, if your ratio is poor, it will affect your ability to download. I know for azareus, if the ratio gets below about 0.75 then downloads simply stop altogether, below 0.85 or 0.8 they simply slow down to less than what you are getting.
Try at different times of day. Some days or times are better than others.
Also make sure your LW downloads & uploads are not stealing all l your bandwidth.
